Because they know they DUMP DRUGS AND GUNS INTO THESE SAFARI-ZONES and allow Blacks to kill each other by ENCOURAGING and SUPPORTING drugs and guns, while doing as leisurely a job as possible. The problem is that NOT ALL BLACKS IN THESE SAFARI-ZONES are actually INVOLVED with Drugs and Guns, so it becomes IMPOSSIBLE TO TELL WHO IS WHO AND THAT IS ON PURPOSE. It then makes it POSSIBLE TO RANDOMLY KILL ANY BLACK PERSON FOR ANY REASON!

I'm fully aware however that Whites have a system in place that DIVIDES Black Cadets who attempt to LEGALLY GET STATIONED IN THE NEIGHBORHOODS THEY COME FROM, because we wouldn't want a large mass of Blacks to infiltrate the system internally while Blacks externally are cleaning up the community, now would we!?
