Bioengineered and designed to command-control the Cerberus-type, a number of things went wrong and right with Tiamat with one of them being that when President Truman flew out to Tiamat Island to inspect what FDR had left him as WWII closed, he inadvertently triggered what he set out to make sure wasn't possible;
Imperial American Mang-ARCs REVOLTING against America.
Since the objective was to seize control over the former southeast asian territories of the now depleted European Allies of WWII, Tiamat and Her Cerberus Daughters were designed to RULE OVER THE HUMANS THERE AND CONTROL THEM. Truman disapproved of the fact that FDR had not only endorsed this idiotic idea, but then actually DIVERTED WAR TIME RESOURCES TO MAKE THESE MONSTROSITIES! Truman suspected that FDR already knew his time was coming to an end and knew that it would be on Truman's head to finish what he'd started and MAKE. SURE. That these monsters couldn't actually exceed their bioengineered programming!

Truman's attempts to MAKE SURE that Tiamat understood that she was ONLY TO CONTROL SPECIFIC HUMANS and NOT ALL HUMANS, he ended up tipping his hand to her that the humans on HER SIDE had the authority to interfere with Her and Her Daughters, as well as their ARC-subordinates! Which meant that if an "American" human showed up to a scene where she'd dispatched ARCs to deal with rebels and shit went south somehow after the American-human interfered!?
Then said Incompetent American-human could simply blame the problems or failures ON HER AND HER ARCS and SKIP AWAY SCOTT-FREE! Truman, in trying to check and double-check to make sure Tiamat would NOT rebel. Actually taught her about the politics of power and the fact that her and hers could easily be used by ANY American human to cover their own asses if shit went south after they barged in and started barking orders. To Tiamat, this was UNACCEPTABLE. Since she had to control the SEIAT-humans, then she should RIGHTFULLY be able to control the AMERICAN-HUMANS TOO. Truman's fear was easy for her to sense and smell and Tiamat undertook extensive secret projects throughout the course of her tenure overseeing SEIAT's ARC-Forces. Humanity came within decades of potentially being attacked by Tiamat, but ultimately it was the Anti-Imperial American Rebels alongside PAGAN-CORP that defeated Tiamat and unwittingly ended up saving all of humanity and not just their own respective countries.
Tiamat would be studied under cold storage and revived from time-to-time for further tests and analysis until she was finally shipped off to Crusader Base of Camden along with her surviving Cerberus Daughters to become one of the most powerful, but flawed cornerstones of the Mutt-Bitch Generals. After an attempt to overthrow Black Fox Diana, she'd be put back into cryostorage by Diana until her own long-range plans came to mature in the form of one Byron Maxwell. Tiamat and the rest of the Mutt-Bitches would be restored when Diana offered them the opportunity to serve underneath Byron directly. In which Diana provided Byron's record to show Tiamat and the rest of the Mutt-Bitch Generals that Byron, although a young-buck, had already accomplished a number of feats that NONE of their previous masters or master-husbands or THEY THEMSELVES for that matter, had accomplished!
Tiamat was one of the central figures in convincing the other Mutt-Bitch Generals to submit to Diana's proposal or else be put back into cryostorage until Crusader Base got blown to bits by whomever or whatever was jury-rigged up to wipe them all out by Imperial American Central Command! The rest...? Is history. As Tiamat serves as one of Byron's critical advisers and commanders. She enjoys the fact that Byron himself is no different than her, where he is pretending to be loyal to the IACF while plotting his own rise to power just like she did....
