Fire at North Carolina church ruled as arson

(Reuters) - A fire that engulfed a church with a primarily African-American congregation in Charlotte, North Carolina early on Wednesday morning has been ruled as arson, fire officials said.
The fire, at the Briar Creek Baptist Church, was estimated to have caused more than $250,000 worth of damage, the Charlotte Fire Department said in a statement.
"We completed our work on the scene and determined this was intentionally set," Charlotte Fire Department Senior Fire Investigator David Williams said.
The department said the flames were brought under control within about an hour and 15 minutes, but one firefighter was taken to a local hospital and another was treated on scene after battling the blaze amid "extremely hot and humid conditions."
The fire came a week after a white gunman entered an historic African-American church in neighboring South Carolina and killed nine people during a Bible study session.
The shooting at Emanuel African Methodist Episcopal Church in Charleston came amid months of intense debate over U.S. race relations after unarmed black men were killed by police officers in Ferguson, Missouri, New York City, Baltimore and elsewhere.
Williams told the local Charlotte Observer newspaper that investigators were attempting to establish if the fire was set as a hate crime.
The newspaper said the church was predominantly white when it opened in 1951 under another name, but shifted to becoming a black church over the past few decades as the area's demographics changed.

Khaled A Beydoun is an assistant professor of law at the Barry University Dwayne O Andreas School of Law.
In the United States, mosques have become common gathering sites for two disparate groups - Muslim worshippers, and anti-Muslim hatemongers.
On May 29, the two converged in Phoenix, Arizona, in front of the Islamic Community Center of Phoenix.
In a nation where 58 percent of the population has never met a Muslim, and more specifically, a state that boasts the Minutemen, armed xenophobic militias, and a robust history of anti-black racism - "Arizonan Islamophobia" is an especially frightening breed.
An estimated 500 anti-Muslim protesters descended in front of the Islamic Community Center, some armed with guns, clad in army fatigues, lifting signs that read: "Stop Islam", and donning shirts reading "F**k Islam".
Behind a backdrop of the mosque's minaret and Muslim counterprotesters, the anti-Muslim rally promised to "take back America".
The firearms the demonstrators openly brandished, combined with the signs and slurs they fired in the direction of the Muslim American counterprotesters, made that promise seem far more like a threat.
The police line between the two factions, notwithstanding the threat posed by the anti-Muslim rally, did not shatter.
They were on-site to preserve the free speech rights of the anti-Muslim action, and "protect both parties".
Seemingly everybody in front of the mosque carried a gun, except the Muslims.
However, despite this fact, it is the unarmed Muslim bodies that are largely regarded as "threats" and "terrorists".
While nativist, white factions - armed to the teeth and explicitly vowing violent action - are continuously extended the protections denied to non-white protesters.
The idea that free speech is protected equally across racial lines is a fiction.
The racial identity of the protesters are as, and sometimes more, important than the content of the speech.
This was vividly evidenced on the violent crackdown on the wave of Black Lives Matter protests that swept through the US, and on Friday, police protection of the anti-Islam protesters in Phoenix.
Friday's protest in Arizona was as much a display of white privilege as it was an anti-Islam protest.
The overwhelmingly white throng of 500 anti-Muslim protesters - who spewed racial and religious slurs, donned camouflage as if prepping for war, and brandished guns and other weaponry - embodied every element of a "violent mob", or an "imminent threat".
In fact, the demonstration was spearheaded by a biker gang.
Indeed, if black, Latino or Muslim American protesters acted the same, police would be on-site to suppress, not protect.
The whiteness brandished by the anti-Muslim protesters - within a state where racism and xenophobia infamously thrive - was the most potent part of their protest.
It was a type of visual speech that did not have to be uttered, but demanded the highest grade of police protection.
Whiteness, time and again, spurs immediate imagery of peace, patriotism and Americanness - regardless of how menacing and violent it actually is - which typically results with the state protecting it far more than it punishes it.
Juxtaposed, Phoenix and Ferguson highlight that the content of speech is not as salient as the colour of the speaker.
Demonstrations of whiteness, and the privileges and power they historically and currently command, were as core to the anti-Muslim protests as their hateful messages.
This factor, combined with the fact that the target of the hate speech were Muslims and Islam, augments the First Amendment rights of the anti-Muslim protesters.
The enforcement of the First Amendment can be funny and fickle. The US Constitution's foremost law presumptively protects the speech of actors like the anti-Muslim protesters in Phoenix.
But it also safeguards the free exercise of religion rights of their targets - Muslim Americans.
In the US, neither racism nor Islamophobia are per se illegal. The First Amendment's protection of free speech, which falls short of inciting violence, affords racists and hatemongers with the right to stage protests. This protection of speech, no matter how hateful, must be preserved.
Yet, the long-term effects of the anti-Muslim protests are far more concerning than the immediate threat they posed to Muslims on Friday.
While carrying weapons, organised, and seemingly ready to pounce on Muslim American counterprotesters, the anti-Muslim action aimed to cultivate and spread armed Islamophobic actions throughout the state. Friday's protest was hardly a rogue action, but on account of its head organiser, John Ritzheimer, the first of many.
An emergent, armed anti-Muslim movement in Arizona will create a culture where Muslims in the state will fear worshipping in their mosques, donning headscarves and beards, and practising in their mosques.
Protecting this speech, which rises from the very same nativist element that target "illegal immigrants" and black Arizonans, comes with the reciprocal cost of diminishing the religious rights of Muslims in the state.
Begging the question - whose rights should matter more: The rights of armed hatemongers that encourage and embolden violence towards Muslims in Arizona; or the free exercise rights of a vulnerable community, trapped within a state where xenophobia, racism, and now Islamophobia thrive?

My reason for posting this is because I had to part ways with my Surrogate-Son Dan, because whomever he was listening to or whatever was going on with him?
I just didn't have anymore time or energy to baby him to find out what was bothering him and why. Or what perceived slight or INJUSTICE he'd felt I'd committed against him. Mind you he told me on the phone via drunken rant what his issue was and it was so fuckin pathetic that I couldn't believe it. He made it clear that I shouldn't have talked to him about what had happened after everything broke down with Stacey, as if I had anyone else to talk to about it in the first place. I guess in HIS MIND I should have just kept it all in with my ridiculous high blood pressure at the time, until I had a stroke or heart attack.
AT LEAST HE WOULD HAVE BEEN HAPPY, RIGHT?!

All of these drawings you see here on my blog? These are all characters that HE BAILED ON, before I could successfully write up storylines for them so I could compile enough for either a compilation of sci-fi shorts. Or full-length novels based on the adventures of those characters. Some of you may know and understand what I am talking about when I say that. I'll give a QUICK EXAMPLE;

So I already knew that if this NO TALENT HACK! Can make a living off of this SLOP he threw together, then what would happen if I honestly sat down and typed up the adventures of MY role-playing sessions. Right off the bat the first thing that came to mind is the fact that I could POTENTIALLY BE STONEWALLED because MY CHARACTERS ARE ALMOST ENTIRELY BLACK. Something that WHITES, NEVER HAVE TO WORRY ABOUT, and again. It is because THEY OWN ENOUGH INDUSTRIES TO NOT HAVE TO WORRY ABOUT IT.
Dan is White, he KNOWS this is a problem and is a very real problem. I have seen first hand that some Whites? When they HONESTLY HAVE TO LIVE THE BLACK EXPERIENCE? Shhhhhhhhhhhhhhhhhhhiiiiiiiiiiiiiiiiiit, when they get the chance to run back over to the White side THEY BREAK THEIR GODDAMN LEGS TO GET BACK OVER THERE! Because they know, life is LIVING on their side of the fence. LIFE IS SURVIVAL on Ours. And Dan knows this. So that means I can't just TOSS OUT SALVATORE-SLOP and think some PUBLISHING COMPANY is gonna give me a deal or whatever. Shit has to be TIGHT! IN PERFECT ORDER! And NO BULLSHIT! So I DECIDED that if Salvatore can COMPILE THE ADVENTURES OF HIS CHARACTERS INTO NOVELS AND THEN SELL THEM. Then so can I! This is what I was trying to do. But unfortunately Dan always made excuses to bail because he COULDN'T KEEP UP when he was running the gaming sessions.
If the person running the gaming sessions puts together slop shit and crap, then of course why bother to try to write something off of it. Now? Time for me to put a card on the table. When I kept on giving him chances and he kept on bailing-&-failing, I kept giving him chances because I HONESTLY WANTED HIM TO SUCCEED. He quits too easily. And he doesn't actually handle pressure very well. So you now see where I am going with this right. And like I said, you're also seeing the failure in judgment I'd made with Stacey and My Ex-Wife and even with My Mother. I keep giving chances to people where they've already shown;
They don't have IT.
They don't have IT.
But I'm still investing energy in them.
Time.

Meanwhile?
It's pointless.
And its not about me shitting on him or them, it's about the fact that I'd lost the ability to ACCEPT that this person doesn't measure up FOR WHATEVER REASON, and I need to move on.
If there is one NEGATIVE FACT about my time in high school? When myself and the other Black Students PUSHED EACH OTHER LIKE THIS? Kept giving EACH OTHER CHANCES while the Whites told us we didn't have IT. It wasn't that we didn't have ABILITY. DRIVE. DETERMINATION, INTELLIGENCE, etc. It was the fact that we had to BURN AWAY all of the bullshit low-standards. Kumbaya-crap. Go along to get along shit, that we'd been taught. The Whites were OPENLY challenging us and disrespecting us and trying to teach us that coping with White Supremacy and/or SELLING OUT to White Supremacy and CONFORMING to the prescribed slot that Whites wanted us in, is the way to go. If we disagreed, they made it clear;

And so, we did.
Much to their chagrin.
I remember how My Mother used to sound almost paranoid when she used to tell me "You're too harsh towards people, Shawn. You can't just make snap judgments about people and cut them off."
And I used to tell her that my so-called snap judgments weren't snap judgments at all. The person had shown me that they don't have it. Or they're all about bullshit. Why would I want them or that mentality around me with all that I've already got on my plate.
And that only seemed to make her more nervous, till I realized damn near a decade later, I was in my late 20's by the time I realized that?
Tch, wow. Thanks mom, I get it now. HA! You wanted to cut me off at the kneecaps because you saw that YOU WOULD BE NEXT. She KNEW I was going to realize that she was no different than any of the bullshitters and time-wasters that I used to steer clear of IMMEDIATELY. Immediately. And that's some fucked up shit to type, however? It's already been proven to be true, much to my disappointment. It is also by far the dumbest thing I've seen, but? Selfish people do selfish things. She knew I was going to CORRECTLY see that she was full of shit and cease-n-desist all contact with her SOON AS I GRADUATED HIGH SCHOOL. So she kept on and kept on and kept on nagging me to be MORE TOLERANT. MORE PATIENT. Give people... CHANCES.
Unfortunately, it ended up throwing off some of my own natural defenses, personality-wise.

But it doesn't change anything, either YOU HAVE IT.

So the same way as when you try to get a car to turn over, you know at some point or another you're either going to go from that constant whirling noise of the engine trying to turn over TO THE CAR TURNING OVER?! Or you're going to hear that jarring metal-grinding godforsaken noise of the alternator coming to a halt and you know... You ain't goin nowhere in THIS CAR.

And he showed me that long before the events of the last 8, 9-months or last year-&-a-half.
When I caught him trying to sell me my own concepts back to me, I should have simply asked him to leave my house and went on with my life.
When he bitched-up on the comic book idea, I should have stopped way back then.
He however has always known that I do have IT.
And that I stopped and spend too much time with people who DON'T.
This time, I got it right.
I appreciate what he'd done.
But intentionally trying to sabotage me right when I'm crossing the finish line, again?

The two main
humanoid-races of the Sun People and the Moon People were the second races to
cover most of Underworld-Realm, but? In specific spots of Underworld
they were either in competition or harmony with various other distinct races
that had evolved from the Primordial Mist and staked their claims to the lands
they now inhabited. The primary competition against the Sun-&-Moon People
were the Mangs. It is because of the Mangs that the two merged together in the
first place, because like most of the races of Underworld-Realm they fell
victim to enslavement from the Mangs. However as time passed and the Mang
flat-lined both evolutionally and in their sociopolitical and technological
developments. The Sun-&-Moon People were able to develop superior
technology and better socio-structures that didn't believe strictly in the premise
of Might-Makes-Right. Their arcane-abilities were far superior on all fronts
and this allowed them to begin quietly rebelling against the Mang and then once
they began losing control over other regions and realms they finally openly
rebelled!
The combination of
all of these races spelled the doom of Mang dominance and the Mang as a whole
would never be able to return to their primordial-prehistoric glory! Overall
the Mang are now just a common-stock race that can be found just about anywhere
throughout the Underworld-Realms, but they are generally integrated amongst
others and only hold any actual empires in parts of Arboria Prime and Suladad
Prime. Cities of Mang are not uncommon, but they are ruled in the a-typical
fashion of Mang customs and culture meaning that all one need do is topple the
Mang ruler of the city and the entirety of the city falls to your feet one way
or another.
As for the
Sun-&-Moon People the Fall of the Mang would make them another common-stock
race of the Underworld-Realms for the most part. But unlike the Mang they would
hold positions of power regardless of integrated races-&-places or not. The
Sun-&-Moon People breakdown into three different main-ethnicities apiece
having a number that are common to both, as well as halfbreeds from the
intertwining of both people. Ironically the physical features of the
Sun-&-Moon People are the general descriptors for all of the other
Underworld-Realms. Thus a Bronze-Sun Dragonoid of Tanis Island would be a
bronze complexioned Dragonoid with the accompanying broad nose, thick or
full-lips and build of a Bronze-Sun. While an Ivory-Moon Mang would be a pink-skinned
complexioned and possibly pink-furred Mang with a narrow-nose and thin-lips. A
Bronze-Moon Person would be a bronze-complexioned almond-eyed individual for
example.
Amongst the Sun
People there are the Obsidian, sometimes called Spatials in some parts of Underworld-Realm,
because of their dark-skin. Along with the Bronze and Copper-Sun People they are the three main ethnicities of the Sun People. The Sun People
get their name as a race because their skin is a direct gift from the sun of
underworld. Most Sun People have a low-level of natural resistance to
fire-&-heat, as well as the same low-level of natural resistance to arcane
fire-&-heat. One of the principle tasks of disciplined Sun People is to
hone their own natural resistances so that they can increase them. This way
they can be used for combat and military purposes, as well as sheer
self-improvement. Obsidian Sun People have a unique ability to actually have a
low-level of natural resistance to cold-&-ice. Gifted Obsidian Sun People
have shown an easier knack for the arcane sciences of the underworld-elements,
including geoforce. In certain countries of underworld their Obsidian populations
strive for mass arcane-mastery over the elements, which allows these regions
and places to be completely devoid of standing armies due to their own
collective ability to not only police themselves, but defend themselves.
Bronze-Sun People
have demonstrated a natural affinity for the arcane manipulation and generation
of plasma in all its forms. This has given way for a high amount of Bronze-Sun
people being extremely skilled in the fields of medicine and healing, while
Copper-Sun People have a low-level resistance to arcane energies in general.
Well trained Copper-Sun People have also shown that they can master the
manipulations of arcane energies on a vast scale when talented enough. This has
given rise to the Water-Mirror Cult, sometimes blatantly called the Copper
Water-Mirror Cult, which is an underworld-wide group whose label depends
entirely on whichever region or country or realm they are found in. They
generally tend to wear exo-armor akin to a priest or cleric or monk, all of
which is determined by whichever region and sect they belong to.
Some see them as a
mercenary organization, while others see them as clerics and priests to be
called upon during times of need. Regardless
of all of that the Water-Mirror Cult is made up of mostly Copper-Sun People
who have honed their ability to manipulate arcane energies to such an extent
that they can use the naturally ambient arcane energies around them, as well as
those naturally generated by people! To various shocking and startling effects!
Thus the nature of their name, the Water-Mirror Cult.
The Sun People of Primordial
Prehistory often migrated and moved about underworld in a methodically-measured
pace, often setting up cities and engaging in cultivation of wherever their
feet touched the ground. Only after stability was established did the Primordial
Prehistoric Sun People then begin sending out explorers and allowing for fully
funded and supported expeditions and adventures elsewhere. This of course often
caused them to encounter Mang Marauders who were sent out to either raid
whatever they found or actually stake claim to territory where a large Mang
caravan was somewhere not too far behind them. The battles between the Mang and
the Sun People were always costly to the Sun People who believed in a more
measured and meticulous form of territorial expansion and development. Once the
Primordial-Mang were finally defeated the Sun People went back to their
meticulous development of land and people working within limits and without
excess. The settling and stability of pre-historic underworld is directly
contributed to the Sun People, as well as the rise of what would eventually
become foreign trade-&-commerce, because one couldn't partake in
trade-&-commerce safely during those early times without truly having a
stable place to trade from... or trade with. But many did try...

Three years into their radical rebuilding plan, the Philadelphia 76ers are directionless

The Philadelphia 76ers made waves at the 2015 NBA Draft when they took Duke big man Jahlil Okafor with the No. 3 pick.
On the surface this is a good pick. When the Sixers lost their guy — point guard D'Angelo Russell — to the Lakers at No. 2, they took the next-best player in Okafor, a center whose offensive skills already rival some of the best big men in the NBA.
Yet the pick remains a head-scratcher because the Sixers already have two young big men in Nerlens Noel and Joel Embiid. Drafting another promising center seems to create a logjam in the rotation, and the NBA world is already wondering which of the three will be moved to create room for the other two.
Therein lies the problem with the 76ers' radical brand of rebuilding. Blatantly tanking, threatening not to meet the NBA's minimum salary floor, and hoarding assets is fine, particularly with idea that drafting cheap, young talent is the best path to title contention. However, over two years and a combined 37 wins, the 76ers have little to show for taking this route and seemingly no clear path to title contention.
Philadelphia doesn't figure to be much better this season than they were two years ago when they began this process. The Sixers have collected lottery picks as a means for building a star-studded team from the ground up, and thus far, frankly, haven't drafted well.
Michael Carter-Williams, the 23-year-old 11th pick in the 2013 draft, was traded last season. Joel Embiid, the 21-year-old third pick in the 2014 draft, hasn't played because of injuries and may not play for a long time. That leaves Okafor and Noel as the two prizes for tanking, and there are serious questions about whether they can play together.
Noel is a promising young big man, and arguably the only player on the roster that looks like a future centerpiece for a good team. He was the only player on the roster last year to play over 1,000 minutes and post a league-average Player Efficiency Rating of 15.
If Embiid is the player most likely to be pushed out of the Noel-Okafor-Embiid triumvirate, there are still questions of how Noel and Okafor will fit together. In an era of the NBA when fast-paced, spread-out, small-ball offense rules, Okafor is a 6'11" post-based center and Noel is a 6'11" big man without a jumpshot.
If the answer to making this tandem work is pushing either one out of their natural position and forcing them to learn new skills, like shooting three-pointers to spread the floor, this isn't a wise rebuilding strategy.
There's also no guarantee that Okafor turns into a good NBA player, just like there isn't any guarantee that 2014 lottery pick Dario Saric, currently playing in Europe, will be a good player when he comes to the NBA. This is the inherent risk with every draft pick, but it's the basket the 76ers are putting all of their eggs in. Even if Okafor and Saric are, at minimum, rotation-worthy players, it will likely take a few years for them to fully develop and help the Sixers become a good team. Philadelphia can add more draft picks in successive seasons, but the timeline on this rebuilding process continues to stretch.
While the team could theoretically keep tanking season after season until they get the right combination of young talent, there is an actual clock on this process. Even with a great coach like Brett Brown and intriguing young players, contracts eventually expire and players and coaches reach a point where they want to move forward, tired of losing.
At some point, the Sixers need to make strides, and this process seems to be moving slower and more haphazardly than most expected.

Alabama Cop Arrested for Takedown That Left Indian Man Partially Paralyzed
An Alabama police officer was arrested on an assault charge Thursday and could be fired for slamming a 57-year-old Indian man to the ground last week, leaving the grandfather partially paralyzed.
Madison Police Chief Larry Muncey said Officer Eric Parker was not justified when he stopped and then threw 57-year-old Sureshbhai Patel — who had traveled to Madison to visit his son only a week before the incident and speaks no English — on Feb. 6.
"I found that Officer Eric Parker's actions did not meet the high standards and expectations of the Madison City Police Department," Muncey said.
Parker turned himself into police Thursday and was charged with third-degree assault. Muncey also recommended in proposed disciplinary action that he be fired. The Federal Bureau of Investigation is conducting its own inquiry to see if there were any violations of federal law, Muncey said.
Madison police on Thursday released two dashcam videos of the incident and audio of the 911 call that led to the officers confronting Patel in the first place.
In a 911 call to police that day, the caller identifies Patel as "a skinny black guy" he had never seen before walking around the neighborhood. The caller also said that he was following Patel from a distance, and that he was afraid to leave for work and leave his wife alone at home.
Patel, who'd arrived in Alabama a week earlier from Pij, India, was staying with his son, Chirag Patel, and daughter-in-law who lived in the neighborhood, and had come to help care for their 17-month-old toddler while the younger Patel worked and attended graduate school at the University of Alabama.
The two dashcam videos show Parker and his trainee, Andrew Slaughter, approaching Patel, and they quickly learn that he does not speak English. A third officer was sent to the scene in a different car, which captured the video of the alleged assault.
As the officers ask Patel where he lives, he repeatedly points down the block and attempts to head that direction. Each time, the officers restrain him and continue to question him, asking him not to walk away.
Holding his hands behind his back, they begin to pat him down, again ordering him, in English, not to walk away. Parker then slams Patel into the ground.
Patel, clearly injured, is unable to stand as the officers try to bring him to his feet. The officers call for paramedics, continuing to discuss Patel's inability to speak English, and continuing to question him in English.
Patel remains hospitalized and partially paralyzed, although the hospital reported him to be in good condition earlier this week. His son said that he is now able to move his right leg, and can raise both arms, but his left leg is still paralyzed and he cannot make a tight grip. He had no health problems previously, and he is expected to have a long recovery, his son said.
Muncey said he felt sorry about what happened to Patel.
"For that, I sincerely apologize to Mr. Patel, his family and our community. Our desire is to exceed everyone's expectations," he said.
An attorney for Patel reportedly filed a lawsuit in federal court earlier Thursday, arguing that the police used excessive force and had no reason to stop or search him on a public sidewalk.

Why do police so often see unarmed black men as threats?
Most of the racial prejudice Americans harbor today is subtle and manifests itself in stealthier ways than it did in the past. It shows up in how employers view potential hires, how salespeople choose to assist people at high-end stores, or how teachers dole out punishments to misbehaving students. Often subconscious, these race-based evaluations of character or intelligence have wide-ranging effects.
Extensive research on the subject shows that everyone carries this subconscious prejudice, known as implicit bias, no matter how well-meaning they might be. In the criminal justice system, this implicit bias may contribute to the many racial disparitiesin law enforcement. When it comes to police officers, implicit bias is a widespread concern, precisely because of how devastating its effects can be, with trade publications and federal programs taking steps to address it through training and awareness.
Clearly, there are law enforcement officials who understand how devastating the effects of implicit bias can be, but no one understands this more than the people living in communities where racial minorities are disproportionately targeted by police and arrested. The national firestorm over the police shooting of Walter Scott in South Carolina is about more than one incident; it's also about the overall system that makes Scott's fate at the hands of police far too common for unarmed black men.
Take, for instance, the massive racial disparities in the war on drugs. Although rates of drug use are fairly similar among white and black Americans, black people are much more likely to be arrested on drug charges. When they're convicted for those drug charges, black Americans also face longer sentences — in part because mandatory minimum sentences on crack cocaine, one of the few illicit drugs that's more popular among black Americans than their white counterparts, are much more stringent than other drug sentences.
Even beyond the war on drugs, black Americans are disproportionately likely to be arrested and killed during an attempted arrest.
Part of the problem is outright racism among some judges and cops, socioeconomic disparities that can drive more crime, and drug laws that disproportionately affect black Americans. But the other explanation is that cops, like everyone else, carry this implicit bias, which experts agree affects how they police people of different races. Since these are the people who carry out the initial steps of law enforcement, this bias might launch a cascading effect of racial disparities that starts with simple arrests and ends in prison or death.

Lorie Fridell is a University of South Florida criminologist who works with cops to help them resist subconscious biases, particularly against young black men.
"Similarly to explicit bias, [implicit bias] groups people into stereotypes and prejudices," Fridell said. "What's different is it doesn’t come with outward hostility."
In police work, this bias can show itself when an officer stops a subject he views as a potential threat. Police officers are legally allowed to use force based on their perception of a threat, so long as their perception is reasonable. That doesn't, however, mean they always use force. "Police very often use a lesser level of force even when they’re justified at a higher level," Fridell said.
But if some cops automatically consider young black men more dangerous, they probably won't show nearly as much restraint against a black suspect as they would against, say, an elderly white woman. Police officers might be more likely, as some argued was the case with Kajieme Powell in St. Louis, to use deadly force that's legally justified but perhaps not totally necessary.
Researchers at the University of Colorado at Boulder and California State University at Northridge in May reviewed a decade of empirical evidence about cops and implicit bias. They found police officers seem to possess implicit bias that might make them more likely to shoot black suspects than white ones. But this bias can be controlled through proper training, and police officers appear to perform better — meaning, they show less implicit bias — than participants from the general public.
To test these disparities, researchers have run all sorts of simulations with police officers and other participants. In the earlier days, these simulations would quickly flash images of black and white people, along with different objects, and ask participants to identify if the object was a gun. More recently, researchers have used video games to see how people react to suspects of different races.
Josh Correll, a University of Colorado at Boulder psychology professor, ran some of these tests with a shooter video game. His initial findings showed police officers generally did a good job of avoiding shooting unarmed targets of all races, but, when shooting was warranted, officers pulled the trigger more quickly against black suspects than white ones.This suggests that officers exhibit some racial bias in how quickly they pull the trigger, but not when it comes to deciding whether to shoot a target.
Correll cautioned that these simulations aren't perfectly representative of the real world, because, he said, "What goes on in the street is an open question." Real policing situations are often much more complicated. Factors — such as a real threat to the officer's life and whether a bullet will miss and accidentally hit a passerby — can make the situation much more confusing to police. If cops, as Correll's initial simulations suggest, tend to shoot black suspects more quickly, it's possible that could lead to more errors in the field. "In the very situation in which [officers] most need their training," he said, "we have some reason to believe that their training will be most likely to fail them." "
Better police training can help overcome implicit bias (Note; THIS IS ALSO A LIE, they've been using this BULLSHIT EXCUSE for DECADES and the same SHIT keeps happening)
Perhaps the most optimistic part of the research is that, over time, evidence of implicit biases can be reduced through practice and experience. The longer officers and other participants took part in the simulations, the less likely they were to make errors. Some of Correll's research also found that certain types of training can diminish racial bias.
Fridell, of the University of South Florida, capitalizes on this research to help police departments around the country train their officers all along the chain of command. The training relies mainly on the types of shooting simulations used by Correll and other researchers to test cops, but the training sessions are redeveloped to purposely disprove stereotypes against race, gender, age, and other factors. As a result, the training sessions help officers learn to focus more on other cues — body language, what someone is holding — instead of race. (This training isn't generally required by law, but it's becoming more common as concerns grow about racism in the criminal justice system.)
Fridell said that this training needs to look beyond race. "In the same way we as humans have stereotypes linking blacks to crime and aggressiveness, we also have stereotypes of lack of crime and aggressiveness," she said, pointing to women and the elderly as two examples. "For a police officer, this might lead him to be under-vigilant against certain groups."
Neill Franklin, a retired major who served for 34 years in the Maryland State Police and Baltimore Police Department, said the need for this kind of training is something he witnessed in his everyday work. As the commander in training units in both the state and local police forces, he often pushed for officers to consider their bias before taking any official action as a cop.
"[W]e all have this subconscious bias. Even me, as a black police officer, I felt the same," Franklin said. "When I would be in certain parts of the city and see young black males, it would run through my mind, 'What are they up to? Are they dealing?' That's because of what we've been bombarded with for so many years from so many different directions, including the media."
Beyond the simulations and training, Fridell said community policing, which focuses on building ties between local police departments and their communities, can help break down stereotypes. This is what's called the contact theory: positive interactions with stereotyped groups can reduce explicit and implicit biases. A cop who interacts with black residents in his town might realize that many of his previous prejudices, implicit or not, weren't warranted.
Community policing can work in two directions as well. Just as police's perceptions toward the community change, so do community perceptions toward police. This could, Fridell explained, make communities less defensive — and therefore less aggressive — during police interactions.
Franklin, now the executive director of Law Enforcement Against Prohibition, worries the training might not be enough in the face of perverse incentives in the criminal justice system. Local police departments are under constant pressure to make enough arrests to obtain federal grants, which are often tied in part to, for instance, the number of drug arrests within a city. As is the case in Ferguson, the tickets issued by police officers can also make up a huge source of money for local governments, which might encourage police to issue as many tickets as possible to bring in more revenue.
Given those incentives, Franklin said, police are encouraged to go after "low-hanging fruit" often found in minority communities that lack political and financial power. This magnifies the effects of implicit bias. In the end, Franklin suggested the revenue incentive is the root of the problem — and the issue of racial disparities won't go away until that's resolved.
