Because the Mutt-Generals within themselves are already EXP-ARCs, EXPERIMENTAL-ARCs, they have had a life filled with fighting and fucking and being led along by the nose from one experiment to another, ALWAYS WITHOUT THEIR KNOWLEDGE! And since they are Imperial American Counterstrike Forces (IACF), they are UNIQUE among the EXP-ARCs of Earth's various nations because they were created not to be used in the TYPICAL EXP-ARC means of bioengineering & R&D, which is EXOTIC POWERS ON SOME LEVEL OR ANOTHER. EXPERIMENTAL ABILITIES! WHETHER PHYSICAL OR WHATEVER, NO! They were GIVEN experimental and new-type powers and abilities, BUT!? The REAL PURPOSE behind The Mutts was to OBSERVE, STUDY AND UNDERSTAND THEIR PSYCHOLOGY! And then decide and design IACF POLICIES CENTERED AROUND THESE STUDIES AND END RESULTS! They have yet to FIGURE OUT that THEY WERE USED AS THE BLUEPRINTS FOR HOW IACF-ARCs are TREATED IN TODAY'S TIMES! More on that SOONER THAN YOU THINK!
