Flint built its first water treatment plant (now defunct) in 1917. The city built a second plant in 1952.[5] As with many other municipalities at the time, all of the service lines from the cast iron water mains to end users homes were constructed of lead, because it is relatively inexpensive, and easy to work. Lead pipes can leach lead into the water.
In 1962, Flint had plans to build a pipeline from Lake Huron to Flint, but a WHITE real estate profiteering scandal caused the city commission to abandon the pipeline project in 1964 and instead buy water from the City of Detroit.[6]

At the time of Flint's population peak and economic height (when the city was the center of the automobile industry), Flint's plants pumped 100 million gallons (380,000 m3) of water per day. (That was a SLIGHT HINT that the plants were dumping toxic filth along with all of that water they were pumping, but it gives NO EXACT TIME and does not say WHERE the water was being PUMPED OUT TO. With the decline of the city's industry and a significant drop in the city's population (from almost 200,000 in 1960 to about 99,000 today), Flint pumped less water. By October 2014, when the Flint plant ended operations, it pumped just 16 million gallons (61,000 m3) daily.[5]
In July 2011, local Flint business, Rowe Professional Services completed a report on behalf of the city of Flint titled "Analysis of the Flint River as a Permanent Water Supply for the City of Flint." The report stated that treating Flint river water on a continuous basis would be an ongoing challenge and more expensive than treating lake water. The study concluded it could be done if improvements were made to Flint's water treatment plant.[8]
In March 2013, the Flint city council voted to switch their water supply from the Detroit Water and Sewerage Department (DWSD) to the new $233 million Lake Huron-sourced Karegnondi Water Authority (KWA).[9] The switch was approved by the Flint emergency manager.[10] DWSD strongly opposed Flint being allowed to join KWA and released a document accusing Flint of starting a 'water war' and asked the state to block Flint's participation in KWA.[11] Between 2011 and 2015, Flint was in receivership, with city finances controlled by a series of four emergency managers appointed by Governor Snyder.[12]
State Treasurer Andy Dillon approved Flint joining KWA but gave DWSD the opportunity to make a final offer to convince Flint to stay on Detroit water.[13] Flint declined the final DWSD offer. Immediately after Flint declined the offer, DWSD gave Flint notice that their long-standing water agreement would terminate in twelve months.[14] This meant that Flint's water agreement with Detroit would end in April 2014 but construction of KWA was not expected to be completed until the end of 2016. Therefore, in April 2014 (when the water agreement terminated), Flint switched their water supply from DWSD to Flint's backup supply, the Flint River. The Flint river was expected to supply potable water until KWA construction was completed in 2016.[15]

10 Million Pounds of Toxic Chemicals Dumped into Pennsylvania’s Waterways
Ohio and Delaware Rivers top list of most polluted in nation

Pittsburgh, PA--Industrial facilities dumped more than 10 million pounds of toxic chemicals into Pennsylvania’s waterways, making the state’s waterways the seventh worst in the nation, according to a new report released today by PennEnvironment. Wasting Our Waterways: Industrial Toxic Pollution and the Unfulfilled Promise of the Clean Water Act also reports that 226 million pounds of toxic chemicals were discharged into 1,400 waterways across the country.
“Pennsylvania’s waterways are a polluter’s paradise right now. Polluters dump 10 million pounds of toxic chemicals into Pennsylvania’s lakes, rivers and streams every year,” said Erika Staaf, Clean Water Advocate with PennEnvironment. “We must turn the tide of toxic pollution by restoring Clean Water Act protections to our waterways.”
The PennEnvironment report documents and analyzes the dangerous levels of pollutants discharged to America’s waters by compiling toxic chemical releases reported to the U.S. EPA’s Toxics Release Inventory for 2010, the most recent data available.
“This is certainly not the kind of top ten list where we want Pittsburgh to appear,” said Brenda Smith, Executive Director of the Nine Mile Run Watershed Association. “Our efforts to promote the region as a center of green innovation with a high quality of life are dramatically undercut by the ongoing reality of toxic pollution.”
Major findings of the report include:
- The Ohio River is ranked 1st in the nation for highest amount of total toxic discharges, with 32 million pounds discharged in 2010. The Monongahela River ranked 17th in the nation with 2.6 million pounds of toxic discharges.
- U.S. Steel – Clairton Works was the biggest polluter in Pennsylvania, dumping 2.4 million pounds of toxic pollution into the Monongahela River and Peters Creek. Other Pennsylvania facilities on the list included Jewel Acquisition LLC – Midland Plant, which discharged 1.1 million pounds of toxics in the Ohio River, and Carpenter Technology Corporation, which discharged just over 1 million toxics into the Schuylkill River.
- The Delaware River is ranked fifth in the nation for highest amount of total toxic discharges, with 2.6 million pounds discharged in 2010. The Schuylkill River ranked third in Pennsylvania for in-state toxic releases, with just over one million toxic discharges into the river from Pennsylvania sites.
- The Susquehanna River was among the top 50 in the nation for highest amount of total toxic discharges, with just over one million pounds of toxics discharged into the river in 2010.
- Lake Erie ranked among the top 50 waterways for cancer-causing chemicals (at 4,907 pounds discharged in 2010), and developmental toxicants (at 3,733 pounds discharged in 2010.)
"I learned to fish on the streams that feed the Schuylkill and Delaware and I learned to water ski in the Schuylkill where you feared falling meant touching that awful bottom or worse get a mouthful of dreadful water,” said Pete Goodman, a local fisherman in the Philadelphia area. “We have come a long way but the promise of clean water has not been realized nor is its value appreciated."
PennEnvironment’s report summarizes discharges of cancer-causing chemicals, chemicals that persist in the environment, and chemicals with the potential to cause reproductive problems ranging from birth defects to reduced fertility. Among the toxic chemicals discharged by facilities are arsenic, mercury, and benzene. Exposure to these chemicals is linked to cancer, developmental disorders, and reproductive disorders.
“The Delaware River, as it flows south towards the Bay, picks up one insult after another. It goes from an exceptional Wild and Scenic River upstream to the fifth worst in the Nation. Pollution from huge toxic dischargers is allowed to continue because government continues to give out permits to pollute and poor regulations and enforcement allow things to spiral downward. These pollutants compound one upon the other in the estuary and Bay, harming communities, fish and aquatic life and degrading water quality and coastal resources. This is unacceptable,” said Tracy Carluccio, Deputy Director, Delaware Riverkeeper Network.
“There are common-sense steps that we can take to turn the tide against toxic pollution of our waters,” added Staaf.
In order to curb the toxic pollution threatening Pennsylvania’s landmark waterways, PennEnvironment recommends the following:
- Pollution Prevention: Industrial facilities should reduce their toxic discharges to waterways by switching from hazardous chemicals to safer alternatives.
- Protect all waters: The Obama administration should finalize guidelines and conduct a rulemaking to clarify that the Clean Water Act applies to all of our waterways - including the 49,123 miles of streams in Pennsylvania and eight million Pennsylvanians’ drinking water for which jurisdiction under the Clean Water Act has been called into question as a result of two polluter-driven Supreme Court decisions in the last decade.
- Tough permitting and enforcement: EPA and state agencies should issue permits with tough, numeric limits for each type of toxic pollution discharged, ratchet down those limits over time, and enforce those limits with credible penalties, not just warning letters.
“The bottom line is that Pennsylvania’s waterways shouldn’t be a polluter’s paradise, they should just be paradise. We need clean water now, and we are counting on the federal government to act to protect our health and our environment,” concluded Staaf.

All suspicions of a continuing cover-up at the failed energy company Enron were jettisoned on Friday as an edition of Playboy magazine, featuring past and present women employees, went on sale across America.
Newsagents in Houston, home to Enron's headquarters and where most of the women were photographed, reported brisk business, with former colleagues eager to see how their workmates looked without their business suits - or, indeed, much clothing at all.
Only one of the 10 women who shed their clothes confined herself to a relatively demure rear view. Courtnie Parker, 27, who worked as an Enron recruiter, said she did not want to offend her grandparents.
In a series of interviews during a whirlwind publicity tour of America, others spoke enthusiastically of the chance to earn some money from the biggest corporate bankruptcy in American history by posing for full-frontal shots for the magazine.
"I did this Playboy shoot as a payoff to myself," said Taria Reed, 31, a database co-ordinator and one of two participants who still work for the company. "I work very hard every day."
Miss Reed, who was pictured in gold high-heeled shoes and a matching scarf in a tropical garden, wants to become a mathematics professor, according to the magazine. Posing nude was "empowering and gave me a little assuredness", she said.
Shari Daugherty, 22, a colleague who graduated from a Baptist college, was even more upfront, agreeing to pose on the top floor of a parking garage in full view of Enron's twin towers. She sported a belly chain, a pierced navel and a tattoo in a sensitive place.
"I think that things come into your life for a reason," she told a Houston newspaper, explaining why she had ignored her mother's advice to keep everything covered. "There's a purpose for everything. I didn't want to let it go by; I did it because it was there for me to do."
Playboy has a long history of publishing "scandalous" nudes, such as Paula Jones, notorious for her sexual harassment lawsuit against President Clinton, but this is the first time that the magazine has photographed women from a scandalous company.
A Playboy spokesman said that it was too soon to decide whether the Enron issue would be followed by others in the same vein - the women of WorldCom, where 17,000 staff are being laid off and more are almost certain to follow, was one popular suggestion last week.
Judging by the response from former Enron employees, there would be no shortage of volunteers: about 300 women applied to be included in the photo-shoot, a magazine spokesman said.
The fees, anything from $15,000 (£10,000) to $100,000 (£67,000) each, were not the main incentive, according to Christine Nielsen, 28, who was a project co-ordinator at Enron Broadband in Portland, Oregon - and whose face stares out from the top shelf of news-stands across America this weekend.
"I did it for the fun, not the money. When you lose your job, it takes something out of you, and doing Playboy has given me my confidence back."
Miss Nielsen, who is now training to be a midwife, was laid off with hundreds of co-workers in May last year, an advance taste of the fate that was to befall employees of the main company six months later. "Business was drying up," she said. "Everybody saw the writing on the wall."
Like many at the company, she lost a small fortune in stock options when it went bankrupt - but worse for her was that her father, a retired postman, had invested a "good chunk" of his retirement savings in Enron shares.
The whole affair taught her a sharp lesson about corporate America, she said: "Buyer beware." The people who ran the company were "flat-out liars", she believes.
For Miss Nielsen, the most embarrassing moment with Playboy was getting her nude audition snapshots developed at a local shop: her boyfriend persuaded the assistant to process them discreetly to ensure that nobody who knew her saw them. Once that hurdle was cleared, posing on a bed in a gold corset was easy.
In other respects, as with her fellow Enron women, the experience has been dramatic, providing at least 15 minutes of fame while being whisked from the publisher Hugh Hefner's breakfast table at a Playboy Mansion guesthouse to a string of television appearances in New York, then on to show business parties.
"It's really crazy," she said. "It's like I'm looking in on someone else's life."
